Water and Sanitation Sector

 


The Water and Sanitation Sector has developed an interim strategy designed to ensure that water is used for the benefit of all. The strategy deals with (a) urban water supply, (b) rural water supply, (c) sanitation services and (d) institutional and capacity development. For more read here

Institutional Framework for Water Sector

The function of water resource management is currently undertaken by the Department of Water Affairs (DWA). The organisation keeps and provides records, information, results of monitoring activities research, and analyses to the Commissioner of Water’s office (CoW), who acts as the custodian of raw water resources. DWA is currently not involved in raw or treated water production. Other raw water usage is currently very low and is currently licensed by DWA.

Implementation of rural water supplies to small settlements is currently ensured by the Department of Rural Water Supply (DRWS), with the operation and maintenance of these schemes being the responsibility of local authorities and local committees.

Provision of potable bulk water supply to urban areas is currently undertaken by WASCO under the Licencee issued by the Lesotho Electricity and Water Authority (LEWA). The regulator oversees the service provision by WASCO. WASCO operate several river intake works, water treatment and wastewater treatment plants, and their associated bulk water transfer systems into bulk water storage tanks.

The Lesotho Highlands Development Authority (LHDA) is operating and maintaining the Highlands Water Scheme dams (Katse and Mohale), raw water transfer system and the Muela hydropower scheme within Lesotho.
